Tom Tom seems to be very popular. You need maps for the country/region you live in.

It is activated it just doesnt have any software to use it.
You will need a data plan but windows live search and google maps can also use it.And track in aerial or map view.
Those are free
Most like tomtom are not but also give voice directions
