GPS software with editable maps?

Is there any GPS software that lets the user draw their own maps and use it? Or perhaps import a map from a jpg image? Can you use google earth satellite images as maps for GPS software? Thanks.

To actually make the maps, you need a GIS software. Archview is the best. It’s made by ESRI out of Redlands CA. You can use that to go over satellite photos. It’s kind of expensive though, and used mostly be businesess or government. I personally had a job making computer maps for county 911 systems in WV. It’s really cool, if you have the means, you should check it out. Also, theres good jobs in the field if you know what you’re doing.
